The management of The Israeli Council of Carriers and Transporters has updated its members that it is in continuous dialogue with the Ministry of Transport, aiming to find a solution to the crisis that has been ongoing for about two years regarding delays in issuing temporary customs permits for truck drivers. The Chairman of the Council, Gabi Ben Harosh, wrote to the council members that as part of the discussions, the entire 'chain of actions' that includes security, the Ministry of Transport's Cargo Department, and the Israel Police is being examined. "Despite all the conclusions and event analysis, the crisis continues in the form of unreasonable delays that cause drivers and trucks for cargo transport to be shut down, a fact that causes damages in the tens of millions of shekels to the industry."

According to Ben Harosh, the council's headquarters submitted materials to the Ministry of Transport as part of a series of discussions in the presence of the Director General of the Ministry of Transport and the entire 'chain of command in the office'. A proposal was also made to extend the validity of existing licenses by six months in order to avoid the shutdown of drivers, this through an interim order.

In light of the fact that a lot of time has passed without a practical solution, it was decided by the council's headquarters, in coordination with legal advisors, to turn to legal proceedings on the subject accordingly. The legal recommendation states that the actions taken by the Leading Council are enough to determine that 'proceedings have been exhausted' and it is appropriate to turn to the legal level.
